The Atlantic Immigration Program (AIP) is a federal immigration pathway designed to attract skilled workers and international graduates to settle permanently in Canada’s Atlantic provinces—Newfoundland and Labrador, Nova Scotia, New Brunswick, and Prince Edward Island. It helps employers fill labour shortages and supports regional economic growth by facilitating the hiring of foreign talent for positions that cannot be filled locally.
Under the AIP, Canadian employers in the Atlantic provinces must first become designated by their respective provincial government. Once designated, these employers can make job offers to eligible candidates without needing a Labour Market Impact Assessment (LMIA), which simplifies and expedites the process. The program focuses on candidates who have experience in skilled, semi‑skilled, or professional occupations and who intend to live permanently in one of the participating provinces.
Applicants may qualify under three main categories: skilled workers, intermediate‑skilled workers, and international graduates from recognized Atlantic institutions. Each category has specific eligibility criteria related to work experience, education, language ability, and settlement funds. For example, international graduates may be exempt from the work experience requirement if they completed a two‑year program in an Atlantic province.
A distinguishing feature of the AIP is its emphasis on settlement and retention. Every applicant must obtain a personalized settlement plan through a designated settlement service provider organization. This plan ensures newcomers and their families have access to support such as housing, education, and community integration. Employers are also required to support newcomers in these aspects.
The AIP offers a streamlined permanent residence process with faster processing times compared to traditional pathways. It has proven successful in helping smaller provinces retain immigrants who contribute to their economies and communities.
